把兩種換部門條件union應該就會是結果了
Select * from table1 t1 where exists (Select 1 from Table1 t2 where
t1.id=t2.id and t1.unit <> t2.unit and t1.year>t2.year)
and not exists (Select 1 from Table1 t3 where t1.id=t3.id and t1.unit=
t3.unit and t1.year>t3.year)
union
Select * from table1 t1 where exists (Select 1 from Table1 t2 where
t1.id=t2.id and t1.unit <> t2.unit and t1.year<t2.year)
and not exists (Select 1 from Table1 t3 where t1.id=t3.id and t1.unit=
t3.unit and t1.year<t3.year)
order by t1.id
結果

1 1 99 A
2 1 98 B
3 3 95 C
4 3 94 B
1 4 97 A
2 4 96 B
