標題[文法] 請教幾個句字

以下幾題有點疑惑，還請各位幫個忙看看
1. 時態
Salt was thought of as the best way to preseve the food.
我的疑問是 能不能用現在簡單式表一個大家都知道的事實?
如 Salt is ....
2. 化減子句
When taken to the hospital, he had already passed out.
原始的句子是下面嗎?
When he was taken to .....
有沒有可能把when也一起拿掉?
Taken to the hospital.....
3. 時態
＿＿＿＿＿, they would not come.
一開始想法是，後面接過去式would
代表與現在事實相反的假設語氣
故我放進去 If it might rain
但答案是 Should it rain
有點不太懂該怎麼想這句
