標題[文法] 修飾哪個

There are small shops and cafes with tables and
chairs in the square, under the trees.
請問是的shops and cafes under the trees還是 tables and chairs?
我之前問過外教 好像並沒有明確的文法規則 只能看前後文猜 請問各位有別的看法嗎
