Hi basically, both sentences you made can't ignore or skip the word "that". the first sentence actually mentioned two cities and two systems the system in the city and the system in teh suburban. if you skip the word "that" the sentence will be like this: The system in the city is better than xxx in the suburban. but exactly WHAT in the suburban, you have to put the word system in the blank, but anyway you already know that you can switch it into "that". therefore, this "that" represent the system IN THE SUBRUBAN. you have to bring it up. the second sentence "i like the girl who has the red hair" well, grammatically, it should be "i like the girl who has red hair", or "i like the girl who is red-haired." i'm not a professional english teacher, therefore i couldn't offer you with a exact formula of this. but here's my tip to see if the word "that" is ignorable: first, neglect the part of the sentence after relative words, for example, "i like the girl". ok, it makes sense, you like the girl. then think about this, red hair is like an extra explination attached to this girl, in this case, you put "who" to add up a second clause to enrich the sentence, therefore, the sentence is able to contain two verbs, (you do realize that usually only one verb can happen in a single sentence.)
