我們的MVV上寫的是荷蘭+申根國
你可以看看MVV上面第一行的Geldig voor/Valable pour/Valid for，
寫的應該是NL+Schengen-staten，後者就是申根國的意思。
正常來說所有的留學生應該都是拿這種才對

You will have 6 months to collect the MVV. Once the MVV has been
attached to your passport, you will have 6 months to travel to the
Netherlands and to apply for a residence permit. Please pay
attention to the validity of your passport and your MVV.
In this period of 6 months (180 days) you are allowed to stay for
90 days in one of the Schengen countries. You also can use the MVV
to travel first to another Schengen country before entering The
Netherlands.

原來如此，沒有C+D的話應該是沒辦法從荷蘭去挪威玩...

這樣的話IND真的是誤導人，荷蘭人不意外。
不過等居留證下來後還是可以出去玩的，先忍耐一下吧

最新查證的結果，今年四月的時候歐盟法規有修正，
以前要辦D+C簽證才能自由移動，現在只要D就行了

Long-stay visas, or so-called
"D" visas, are visas issued to third country nationals for periods
of stay longer than three months.
The new provisions concern mainly three aspects: free movement,
maximum validity of long-stay visas, and security aspects.
Concerning free movement, third country nationals with a long-stay
visa are put on the same footing as third country nationals holding
valid residence permits:
They will be able to move freely for up to
three months in any six-month period within the territories of the
other Schengen states.

結論：
1.拿到MVV的人現在依然有權利自由移動
2.整件事情的麻煩完全是沒有搞懂歐盟法規修正的白目挪威海關搞出來的
(挪威海關：老子本來就不屬於你們EU，咬我啊)
3.建議要拿MVV出去玩的人把EU理事會那份新聞稿印一下以防萬一XD
