Foreign companies that fall foul of the law are treated more harshly than
their domestic counterparts. When the NDRC alleged that China Mobile and
China Unicom, the country’s main fixed-line carriers, were behaving like
monopolies, the result was a “recommended restructuring” that included no
punitive measures. By contrast, an investigation of western car companies and
their local partners over similar alleged transgressions resulted in big
fines.
前文:
Almost all the fines issued by the NDRC since China’s antitrust law came
into force in 2008 have related to the fixing of retail prices.

This is not unlawful per se – only when it restricts competition.

But the regulator has barely even attempted to prove that this is the case.
但是中國的監管單位通常很少，甚至沒有試圖去證明這種情況(限制市場競爭)
