Actually, there are three classes of QoS parameters, i.e.,
Provisioned, Admitted and Active.
The AdmittedQoSParaSet means that the set is only admitted but
not activated by the BS. On the contrally, the ActiveQoSParaSet
shall be admitted first(not for Provisioned), then the set can be
activated. Therefore, in your context, the situation that
ActiveQoSParaSet is set to zero means this parameter set is only
admitted.
