Don't you know the leading byte?
There're serveral different ways for different codepages
(eg ASCII, EBCDIC, UTF-8,....)
1: check what codepage you use.
In ASCII-BIG5, you just only need to identify if the leading byte is in
the range of double bytes.
2: Read the spec of the codepage you use.
