標題[問題] ebay取消交易

我寫信去給賣家要求他取消交易
可是他卻回信"No sorry, we cannot cancel your orders, we have been charged 12%
eBay fees, what is your phone number, I will call you and take your credit card
over the phone."
這可能嗎?
因為我根本就還沒付錢啊(因為我付款不成功,所以想請他取消交易)
請問我該理他嗎?
不好意思請幫幫我 因為我很覺得很煩 ORZ
