标题[问题] ebay取消交易

我写信去给卖家要求他取消交易
可是他却回信"No sorry, we cannot cancel your orders, we have been charged 12%
eBay fees, what is your phone number, I will call you and take your credit card
over the phone."
这可能吗?
因为我根本就还没付钱啊(因为我付款不成功,所以想请他取消交易)
请问我该理他吗?
不好意思请帮帮我 因为我很觉得很烦 ORZ
