標題[四代] 高速公路交流道興建一問

我玩的是原始的四代中文版(無更新檔)，
想試著建高速公路交流道，
可是卻沒辦法建立，即使我已經搭好兩條垂直的高速公路路線，
仍然無法順利搭建，想請問它的建設條件是？
