标题[四代] 高速公路交流道兴建一问

我玩的是原始的四代中文版(无更新档)，
想试着建高速公路交流道，
可是却没办法建立，即使我已经搭好两条垂直的高速公路路线，
仍然无法顺利搭建，想请问它的建设条件是？
