2006和2008规则注释都有
The application of this rule is based solely on the individual
counting of the eight seconds by an official. In case of any
discrepancy between the number of seconds counted by the official
and those displayed on the twenty-four second device, the decision
of the official shall take precedence.
8 秒的计算应以裁判个别且独立的执行，若裁判的计算与24 秒显示器有异时，
应以裁判的判定为优先。
所以，这是规则注释明订的，不是甚麽大老讨论的结果啦...
