标题[问题] 请问水的离子浓度

想要请问这句话的意思
c is the ionic concentration in equilibrium electro-chemical solution
at the neutral state.
如果这个c是水的话 是指水在中性的状态之下
那这个值应该是10^-7 M (mole/l)
请问我这样的理解是否有问题
