House and Senate negotiators on an energy bill agreed to begin daylight-saving
time three weeks earlier, on the second Sunday in March, and extend it by one
week to the first Sunday in November.

本来预定增加两个月时间，如今折衷改成一个月
施实时间应该是在2007年开始
