其实GOOGLE一下就有罗
就当我多学一个新名词^^"
When the wind blows sufficiently long from the same direction,
the waves it creates, reach maximum size,
speed and period beyond a certain distance (fetch) from the shore.
This is called a fully developed sea.
Because the waves travel at speeds close to that of the wind,
the wind is no longer able to transfer energy to them
and the sea state has reached its maximum.

其实所有的文章看一看
大概就是指大范围的海域
风的吹拂的力量可以被海水转变成波浪的风域
这样说来
一般的大洋都可以是"全发海?"
