这不算回 W 板友的议题, 只是提出个人小小不成熟的看法. 在强者经济学者 Smith A. 的国富论第五册第一章的结论中, 他提出了政府的支出应该在 这几方面: The expence of defending the society The expence of the administration of justice The expence of maintaining good roads and communications The expence of the institutions for education and religious instruction 不太确定的是, 似乎现在的经济学课本过度引申到说政府最好只能做这几件事, 而且不要 做的太多, 因为有一双看不见的手会, 如同书第四册第二章所说的: By preferring the support of domestic to that of foreign industry, he intends only his own security; and by directing that industry in such a manner as its produce may be of the greatest value, he intends only his own gain, and he is in this, as in many other cases, led by an invisible hand to promote an end which was no part of his intention. 但是, 诚如 W 板友所言, 或者, 过度简化 W 板友的结论是: 为什麽有些时候会要求政府大力介入? 而另一些时候根本不希望政府来干预? == 话说三通 == 因为不才, 所以现在在中国上海. 期间, 写信给强者我老师, 说了一些这样的话: 就好像, 任何一位理性的经济学家, 都应该支持三通. 但是, 强者你老板, 还有强者我 同学就是会反对. 不过, 大家不是应该知道比较利益法则吗? 然後, 强者我老师说: It's always true to support a free trade policy if you have a broader social utility function in mind. Free trade would undoubtedly hurt some people, but its overall welfare effect is still huge. No policy would benefit all people. It's a problem of trade-off! Were there no political and ideological biases, the solution to this problem would be quite obvious. I can only say that it's really a sad story for Taiwan... 会出现这句话呢, 是因为中国的书, 如我手上现在有的 Osborne M.J. 的 An Introduction to Game Theory 一本才卖200元台币左右 (49元 人民币) . 而台湾的售价 是1100元 (天珑) . 先不说看的懂看不懂, 若 Osborne 的书设为 X 财货, 令其他财货为 Y, 则我的预算限制 式就当然会往外扩大了很多, 而这个结果, 会使得我的效用一定会增加...... 当然, 我买了这本书, 正如同强者我老师所说的, 会伤害到某些人士 (如天珑) . 但是, 首先, 我花的钱, 让我的预算限制往外增加, 这一定会增加我的个人效用. 其次, 我省下 来的900元, 我或许会消费在台湾的其他行业 (譬如说, 我现在就很想买 Griffiths, Hill, and Judge 的 Learning and Practicing Econometrics, 但这本书在中国找不到) 这个行为, 就好像一课经济学中所揭诸的自由贸易的好处. 政府该不该伸这只手进来管制三通呢? == 我虽然是个 K 帮旁边的只会吆喝的一个小卒仔 == 但是, 我确实支持政府不要管太多事... 如果台湾因为开放三通就会乱七八糟的话, 那台湾也太弱了. 如果是这样, 那就乾脆让 台湾倒倒算了. 如果说支持台湾的积极管理有效开放政策, 并且其所持的理由是因为要保护台湾产业的 话, 那我个人就会认为这些人是不是对台湾的产业如此的没有信心??!! 生命, 该会寻找他自己的出路的 - 如果这个生命够强的话. -- 拉拉杂杂说一堆, 好像也没有回应到 W 板友的议题... 因为我已经退化成为只是一个业余的经济爱好者了... orz --
