标题[请教] 关於 IMF

在九月的某期 NEWSWEEK 看到一篇关於 IMF 的文章, 有几个疑问想请教大家
1. 里面有对 Meltzer 教授的访谈摘要, 其中一个:
Q:Asian exchang rates are more rigid today than before the 97-98 crisis.
Why is that a bad thing?
A:Two reasons. The US has an unsustainable current-account[trade] deficit.
This year it will borrow $800 billion, much of it from China. And many
other countries of Asia have pegged to China just as China has pegged
to the US dollar. As a result, Asia's total dollar holdings now are
around $2 trillion. They have probably separated themselves from the need
to take advice from the IMF.
为什麽美国要跟中国借钱?
peg to 的意思我查字典, 钉住市价? 不太懂
2. 我查了 wiki 关於 IMF 的介绍, 好像左派人士对它非常反感
NEWSWEEK 那篇文章说 IMF 在面对欧美强势国家的时候, 很没有力
IMF到底有存在的必要吗?

因为我从暑假才开始看 NEWSWEEK 跟 经济学人的一些文章, 经济学的教科书还没看过
觉得这些东西实在是比电子学有趣多了
