标题[问题] 请教PLL DLL

在paper上看到一段话
"short-term jitter or white noise on the system clock appears unfiltered at
the output of the DLL,whereas a PLL inherently performs low-pass filtering
of noise of the reference input。。。For our application,shoer-term jitter
is more than tracking jitter。。 "
接下来又提到一些文字
而我的问题是..所谓的"short-term jitter"跟"white noise"在这里要怎麽解释
它是DLL的优点吗？
是的话..那为什麽最後这篇paper是采用PLL来实现VCO而非DLL呢？
接着 问题之二
DLL的原理是什麽..可不可以请板上先进大概描述一下..谢谢
