标题[求译] put sth. into effect

Last year Taiwan acceded to the WTO on the basis of a mechanism called
the Minimun Market Access quota to regulate rice imports,
but was months late in putting it into the effect.
想请教的是最後一行，指的是 实行延宕了数月 还是 实行数月後才有成效?
感觉是前者 但上课老师解说是後者，总觉得怪怪的
英文不好 想请大家帮忙看看这句的真正意思!
