标题[请益] 阅读一段句子的顺序

hi，各位好。
最近在阅读大量的英文资料，常常发生单字都看得懂，但凑在一起就看不懂的情况。想请教各位在阅读一个句子时，阅读的顺序是?
这里提出一个简单的例子。
The latest version and all amendments of the referenced documents at the time
the device is released to manufacturing apply.
从头开始看并看到尾，看不懂，但如果把句子拆成这样
at the time the device is released to manufacturing, The latest version and all amendments of the referenced documents apply.
一目了然
最近有种深深的感受，看一个句子时要先从介系词开始看(而且要从最後面的介系词往前看)
不知道各位网友有没有什麽好的建议呢?
