标题[文法] when有时加逗点，有时不用?

Hi，我想请问一下，有时候看到When开头的句子，後面的另一个句子开头都不会加逗点，
但是有时候又有加逗点，请问有甚麽规则可循吗?
这是不用加逗点的例句
例: When the decision was read out Mrs Gardner thanked the judges.
这是要加逗点的例句
例: When the right woman comes along, this bad dream will be over.
