标题[求译] 否定 a continuous period

It is a violation if the designated person does not occupy the unit for
a continuous period of 60 days out of the 90 days after the tenant vacates.
解释1:
90天内只要没有连住60天以上
(包括连住59+30天 但中间1天没住)
那就是违法
解释2:
如果90天内连续60天没住 就是违法
(也就是即使连续59天没住 只要第60天住了 之後再不住也不违法)
想半天觉得好像都说得通 又查不到类似的说明
请问哪一个才是正确? 还是另有其他解释?
