有两种说法：Effective Jan. 1st,2009， the registration fee will be 5RMB/person
.
或者：The registration fee will be 5 RMB/person, effective Jan. 1st， 2009.
请问 子句的effective是省略了什麽呢？
我翻了分词构句的单元都找不太到，
有没有类似的形容词一样用法呢
