请问为什麽
这句不是instructed by local authorities.
?而有那个to
这句的原型是
do not do so unless you are instructed to by local authorities. 吗？

to 後面 是直接 接介系词片语 from 3 p.m.做受词吗？还是副词？
可以直接have access from ~~~吗？

请问Attached不是副词，在这边是省略了什麽呢？ 两子句主词不一样能用分词构句吗？
