讨论国际主义和民族主义的书，其中某段的前面一句看不懂
The political process currently speaks of internationalist and nationalist
positions when it stoops from vitriol to dealing with this extraordinarily
important matter.
目前暂时理解是：
目前政治发展谈论到国际主义者和民族主义者的立场，
处理这个非常重要的问题时变得非常棘手。
请问：
1.我的理解正确吗？
2.若就文法来看，主词是哪一个？

The problem is not with the term “nationalist,” however
loosely it may be defined, but with the term “internationalist.” This is
because any foreign policy is necessarily internationalist, and to ignore

问题不在於民族主义这个术语，毕竟其定义可能太松散，而在於国际主义这个术语。
因为外交政策必然为国际主义者，忽略这部分恐造成严重误解。
