There is a direct relationship between verb and object. With "on", the verbs are being used intransitively. There is an indirect (or less direct) relationship. The verb is done in a less focused, more roundabout way. "report profits" could be done very directly, in a single phrase or even less. (Annual profits: $5.23) "report on research" will probably need a lengthy document. There is much more to say.
