标题[求译] otherwise的用法

For as long as this pilot program remains in effect,
submission of a pre-appeal review request may extend the period for filing an
appeal brief until a decision is made on the request or the request is
otherwise dismissed.
请问上面这段是否可翻为下面这样，有关otherwise这边要怎麽翻好呢?感谢
只要在这个试验计画有效期间，提交诉愿先行审议程序请求
得延长提交诉愿理由书的期限直到针对该请求作出决定，除非这项请求被撤回。
