有个问题想请教大家，今天在书上看到一句话，不知道怎麽拆解比较正确
句子是：
The accountant needs realistic numbers on which to base his plan.
这句话应该是可以拆成
The accountant needs realistic numbers
To base his plan on the numbers
有几个问题：
1. 关系代名词可以用不定词片语吗？通常关代是由两个完整的句子组成，
用片语好像怪怪的。
2. 还是我拆解这句话的方式错了？我有想到另一个拆法：
The accoutant needs realistic numbers.
The accoutant needs to base his plan on the numbers.
但使用这样的方式，句子应该可以变成
The accountant needs to base his plan on the realistic numbers.
这样跟原句有相同的意思吗？
