标题[求译] 如何翻译「慢慢来」？

想问一下如何翻译一种情况
Ex:像是公司的某政策不能直接太快执行
而是要「慢慢来」，阶段性一部步一步实施
类似温水煮青蛙的感觉
再一个例子：政府为了打击吸菸，首先是增加税金，到後面再去强制取消进口菸。
而这一步步「慢慢来」的感觉，从字面上怎翻比较好？
之前口说用indirectly imposed 不太对
还请教有无更好的翻译
