标题[求译] 一个句子有两个that补充子句

第二个that是补充event吗?还是external world?
我认为that是补充最近的那一个，所以应该是external world才对。
但依我专业上的认知，会induce(触发)any processing的应该是event才对。
所以如果第二个that在这里要补充的是event的话，是不是要在前面加上一个and才对啊?
all events that are received from the external world and that do not....
