标题[标点符号] 这句话的标点符号这样对吗?

这两个网站都在Congress後面打上逗号。但为何不用句号呢?
Congress候用句号不是比较合理吗?
如果参考tube video的影片，更合理的标点，应该是把句号打在
potential之後 然後As大写，重新开始一个新的句子
，直到Americans。
大家如何看? Congress应该用句号还是逗号? 或者是potential之後直接打句号?
