标题[文法] both of them working正确吗？

前几天教一个英文程度还不错的高中学生
我们在教「非限定性关系子句使用 "of whom"， "of whose" 或 "of which"」

然後
有两个例句：
例句一：Mike has two brothers, both of them work for the government.(X)
例句二：Mike has two brothers, both of whom work for the government.(O)
我的学生有了解网页要教的内容
只是她又问：
「Mike has two brothers, both of them working for the government. 对吗？」
她觉得是两个子句，用分词句构(分词构句)连结
Mike是主词一(S1)
both of them是主词二(S2)
因为S1跟S2不同，所以两个都保留，然後其中一个V要改成Ving
她问我她的想法对吗？
因为我不敢乱教......所以我上来请教一下各位
「Mike has two brothers, both of them working for the government. 」
这句是对的吗？
若是对的，原因是我学生讲的那样吗？
若是不对，原因为何？为何不能用分词句构(分词构句)连结？
欢迎知道的版友指教一下
