标题[Ask ] How to translate "诈骗集团"in English?

My question is as the title....
I read the report about the ATM transfering
policy last week in Taipei Times.
The word used by Taipei times is "fraud"
However, I woder if there are any other better usages
for translation of "诈欺集团"?
Maybe we can duscuss it!
