标题there is no death penalty in Norway

last weekend, there is a horrible event happened in Norway.
and caused large casualty.
to my surprise,there is no death penalty,though I know in some developed
countries,capital sentence has been abolished.
But I think it's unfair to the victims , to the broken families.
