I asked my roommate last year, who is a white.
He told me that he never heard this phrase used to describe,
or imply anything sexual.
However, it "might" be possible if the speaker is a girl.
According to him, girls twist words to express whatever they want to say.
But he also say it's still doubtful,
unless a specific situation is given, he didn't see anything sexual
implied by the phrse "You freak me out".
Generally speaking, I heard this idiom to described the situation
that comes out all the sudden, and scared me on the process, for example,
when I walked to the door, someone suddenly jumped out and yelled,
then I said "You freak me out".
