这题在C和D之间争辨千年
C的to rate就是修饰developed
D的for rating做定语修饰a scale
再来的差异就是在後面的"comet will be to" and "comet will"
我个人是比较支持D
但SC这种东西我想不是投票支持哪个比较多的就是对（CD常常来投票这招）
所以还是想听听大家的意见.......
