Structural policies: Policies to reduce employment and housing insecurity and
competitive pressure at a structural level
结构性政策：旨在从结构层面减少就业和住房不安全感以及竞争压力的政策。
43. To ease competitive pressure, the level of “population concentration in
the capital area” must be brought down and society must be steered towards
“opportunity pluralism.” The elevated level of population concentration in
the capital area exacerbates competitive pressure and exerts upward pressure
on housing prices by driving up population density. One of the ways to
alleviate population concentration is developing hub cities outside the
greater Seoul area to help prevent the flight of human resources from local
communities (Jung et al., 2023). Moreover, the South Korean society must be
steered towards “opportunity pluralism”141 to relieve competitive pressure.
43. 为缓解竞争压力，
必须降低“首都圈人口集中度”，并引导社会走向“机会多元化”
。
首都圈人口高度集中加剧了竞争压力，并透过推高人口密度推高房价。缓解人口集
中的
方法之一是在首尔大都会区以外发展枢纽城市，以防止人力资源从当地社区外流
（Jung et al., 2023）。此外，韩国社会必须走向
「机会多元化」#注解 141，
以缓解竞争压力。

which people at all stages of life can pursue a broad variety of
paths to reach their career goals.
Fishkin (2014) 提出的机会结构模型，其中处於人生各个阶段的人们可以
追求各种各样的道路来实现他们的职业目标。

反正分别代表曾经的首都费城 & 纽约利益，放任大城市自肥刚好而已？
倒也轮不到当时杳无人烟的 D.C.
其实看下来感触很深，台湾的问题往往是既得利益张牙舞爪模糊焦点
反倒长期积累的病灶无法清晰该如何从根本上解决。
