标题[问题] 有关於Utility解锁

想请教一下 Utility skill格子会在LV 4 10 20各自打开 这没问题
那我在LV4解锁了一点技能 之後到了LV10 是?
1.存六技能点後可直接解开t3技能
2.得存九点 先打开花费三点t2的技能後 再解t3
看wiki图示 应该是2 不知我的理解有错吗?

Utility skills are separated into three tiers. In order to gain access to the
next tier of skills, the player must first unlock at least five skills of the
current tier.
This provides players some time to experiment with various
skills as their character develops
看文字说明应该是 在T1解锁5个技能 才能开T2 之後T2开5个 才开T3?
