7.The Economy
BO
Obama advocates tax cuts for working-class families and eliminating
income taxes for certain low income families. Obama proposed a fund to
help people refinance their mortgages to avoid foreclosure and provide
tax credits to help pay mortgages. He has called for increased funding
for job training programs that would train Americans to work in
clean-energy related jobs.Would let Bush's cuts expire for healthy
Americans and raise capital gains taxs rates.

McCain says “hard-working American families need lower taxes” and
pledges to seek a tax repeal that would save the average American
working-class family $2,700 a year. He says he will reduce the government's
wasteful spending by eliminating federal programs that do not work. McCain
has called for tax credits for research and development to encourage
companies to be innovative while saving money.
8.Taxes

Opposed extending 2003 Bush tax cut law through 2010. Supports eliminating
marriage penalty and extending child tax credit. Supports scaling back
capital gains and dividends tax cuts and re-examining tax benefits for
the top one percent of earners.
JM
Voted against 2001 and 2003 Bush tax cut laws, but later voted in favor of
extending tax cuts through 2010. Says he opposes a proposal supporters call
the "Fair Tax," which would repeal income taxes and other taxes and abolish
the Internal Revenue, but has previously said he would sign it into law as
president.
9.Trade

Obama says that, if elected, he would ensure that “every [trade] agreement
that we sign has the labor standards, the environmental standards and the
safety standards that are going to protect not just workers, but also
consumers.” Obama opposed the U.S.-Dominican Republic Central America
Free Trade Agreement (DR-CAFTA) based on labor and environmental concerns.
A long opponent of North American Free Trade Agreement (NAFTA), Obama says
he will act forcefully, including a potential withdrawal from the treaty,
to ensure labor and environmental sidebar agreements are enforced
effectively. He also supports setting labor and human rights standards for
trade with China trade.

"Free trade is something I think is vital to the future of America".
He has called himself "the biggest free marketer and free trader that
you will ever see."
McCain is a supporter of the North American Free Trade Agreement (NAFTA).
McCain also supported the U.S.-Dominican Republic Central America Free
Trade Agreement (DR-CAFTA) and free trade with Oman, Singapore, Chile and
the Andean nations.He also voted for normalizing trade with Vietnam and
China and supports expanding trade to developing countries. McCain has
called for improvements to job training and education programs so those
Americans who lose jobs when their companies go overseas can find new jobs
that “take advantage of trade and innovation.”
10.Immigration

Obama proposed legislation to create a new employment-eligibility system
with which companies could verify that their employees are legal residents.
Obama supports allowing illegal immigrants who have not committed crimes
to stay in the United States if they pay a fine and learn English.
JM
McCain says that a secure U.S.-Mexico border is "an essential element of
our national security." He believes it is important for immigrants to
learn English, American history and civics. McCain also co-sponsored a
bill that would require an electronic employment-verification system so
that employers can verify a person's legal status.

Voted to authorize construction of a 700-mile fence along the U.S.-Mexican
border.
11.Education

Would reform No Child Left Behind, ensuring access to high-quality early
childhood education programs and child care opportunities, recruit
well-qualified and reward expert, accomplished teachers. Make science
and math education a national priority. Reduce the high school dropout
rate and empower parents to raise healthy and successful children by
taking a greater role in their child's education at home and at school.
In order to better recruit teachers, Obama proposes providing four-year
scholarships to those in college who will teach for at least four years
after graduation. He pledges to implement a $4,000 tax credit for those
attending college.

Voted for No Child Left Behind. Stated during GOP primary debates: "We
need more charter schools. We need vouchers where it's approved by the
local, state school boards. We need to have, clearly, home schooling if
people want that ?We need to reward good teachers and find bad teachers
another line of work."
McCain says that “schools can and should compete” for the best teachers
and reward teachers whose students do well. He believes that students
should have the option of switching public schools in order to receive
the best education and that “all federal financial support must be
predicated on providing parents the ability to move their children, and
the dollars associated with them, from failing schools.”
12.Health Care

Would create a national health insurance program for individuals who do
not have employer-provided health care and who do not qualify for other
existing federal programs. Allows individuals to choose between the new
public insurance program or from among private insurance plans that meet
certain coverage standards. Requires employers who do not provide health
coverage for employees to pay into the national health insurance program.
Does not mandate individual coverage for all Americans, but requires
coverage for all children. Allows individuals below age 25 to be covered
through their parents' plans. Cost estimated between $50 billion and $65
billion, to be paid for by eliminating Bush tax cuts for those earning
over $250,000.
JM
Opposes federally mandated universal coverage. Would increase awareness
and promote the use of existing children's health insurance programs while
expanding community health centers. Supports health care tax dividends
for low-income Americans, medical malpractice reform, improving electronic
record-keeping, expanding health savings accounts, and encouraging small
businesses to band together to negotiate lower rates with health care
providers.
13.Housing

Proposes creating a $10 billion fund to help prevent foreclosures,
eliminate some taxes and fees for families who must sell and offer
counseling to homeowners. Announced a "credit card bill of rights" to
provide disclosure of hidden credit costs. Would provide tax credits to
10 million middle class homeowners who struggle with mortgage costs.

Would consider greater intervention by the federal government to limit
effects of mortgage crisis if current measures fail. Believes a government
bailout should only be a last resort.
14.Guns
BO
Supports extending the assault weapons ban. Supports national law against
carrying concealed weapons, with exceptions for retired police and military
personnel. Supports limiting gun sales to one per month.
JM
Sponsored legislation requiring background checks at gun shows. Voted
against a 10-year extension of the assault weapons ban. Opposed legislation
requiring trigger locks for handguns. Opposed 1994 crime bill, which
contained the assault weapons ban. Has a C+ rating from the NRA.
15.Abortion
BO
Opposes any constitutional amendment to overturn the Supreme Court's
decision in Roe v Wade. Disagreed with Supreme Court ruling to uphold the
"Partial Birth Abortion Ban Act." Did not cast a vote on Prohibiting Funds
for Groups that Perform Abortions amendment in 2007.
JM
Voted for the Prohibit Partial Birth Abortion bill in 2003 and "yes" for
Prohibiting Funds for Groups that Perform Abortions amendment in 2007.
Believes Roe v. Wade is a flawed decision that must be overturned.
Supports Supreme Court ruling upholding the Partial Birth Abortion Ban Act.
16.Same-sex marriage
BO
Opposes same-sex marriage, but also opposes a constitutional ban. Supports
civil unions.
JM
Supports definition of marriage as a union between a man and a woman,
but opposes a constitutional amendment banning same-sex marriage. Says
individual states should decide the issue. Says a federal marriage ban
might be appropriate if courts overturned state marriage laws. Supports
legal benefits for same-sex partners.
