标题[问题] 回美证 I-131疑问,请各位帮忙

我在看移民局关於申请回美证的指示时,看到一项说明
A permanent resident alien who intends to remain abroad for more t
han a year should, at least 30 days prior to the proposed date of departure,
apply while in the United States to the U.S. Citizenship and Immigration
Services (USCIS) in the Department of Homeland Security for Reentry Permit.
也就是说要在离开美境的30天内提出申请,
但是之前爬文也看到版友们提到提出申请之後就可以离境,
想请问哪一个说法是正确的呢?
或还有没有要等哪份文件或收据拿到後才能离境??
由於牵涉到找工作的时间问题,我急於厘清此项要求
请各位有经验或有相关知识的朋友帮忙, 谢谢!!!
