我能翻出的部分：
能源安全是欧盟内部活动政治范畴内不明显支持...
这篇文章再探讨的是欧盟推广他的价值，如人道、民主等等
所以notion指的是推广这件事情
其实每个字我都看得懂，但是实在不知道怎麽翻比较好

Energy represents a more serious and genuine test of the EU’s capacity and commitment as a normative power than
asymmetric relationships in which it is by far the stronger party or when the
issue does not threaten its vital interests.
接着的这句话也不好翻，我能翻出的部分：
能源比起不平衡关系是欧盟做为建立基准者的能力及使命一个更为严格且真实的考验...
