SNMP 虽然有"管理"这个字眼,
不过它基本上只是个monitoring protocol.

for monitoring the health and welfare of network equipment (eg. routers),
computer equipment and even devices like UPSs. Net-SNMP is a suite of
applications used to implement SNMP v1, SNMP v2c and SNMP v3 using both
IPv4 and IPv6. "
像Net-SNMP 这样的suite 一般会提供generic MIBs, 但是像一些其它的网路设备
如Cisco, Foundry switches/routers, 这些厂商会提供自己的private MIBs.
snmpset这样的指令是针对某一OID 写入值,
而不是用snmpset 去设定特定port 的开启或关闭 or 设定 某port 流向某ip;
除非,
该设备的private MIBs 提供,
特定port 的开启或关闭
or
设定 某port 流向某ip 的OIDs
为1 or whatever values, 则switch/router 会启动该功能,
则snmpset 可以做这样的设定.
