Usually, if you use the phrase "a plurality of" X, it is not followed
by a specific number. You simply use a plural noun. For example, you
would say, "the vehicle includes a plurality of wheels, said wheels
each including hub caps,....." So the word "wheels" is plural and
there is no specific number mentioned. In a dependent claim, IF it is
important to your invention, you could claim "The apparatus of claim X
wherein said plural wheels of said vehicle is equal to four wheels."
