Indeed.
In a system that the 'absolute standard/requirements' of a PhD is not clear,
if you got a supervisor who would keep raising the 'standard' up depending on
your performance (wish you can work for him for...ever...), and there is no
effective channel for student to appeal that, then four years to get a PhD is
really very positive thinking.
