FIBA规则第13章：How the ball is played
定义：During the game, the ball is played with the hand(s) only and BLABLA..
有说明球只能用手玩
不过13.2.1又说：To run with the ball, deliberately kick or block it with
any part of the leg or strike it with the fist is violation
ps後面还有一段说若非蓄意则不能算违例
