the Royal Protocol 很强大
Borg Queen被干掉以後，会把the Royal Protocol传给一个具有女王潜力的drones
这个drones就会成了新的Borg Queen
这也就是为什麽永远你都看得到Borg Queen的原因
The Farther Shore里，the Royal Protocol透过病毒被传输到地球上一位星联军官上
成功渗透进星联的安全局，当然没人知道病毒怎麽来的
也许是某个人做了这种事情或者是Borg的阴谋
如果没有Janeway又故意违反一堆规定，地球真的完了

The Borg had figured out how to create a god from a machine. Take an organic
being, make her Borg, and give her access to the Royal Protocol... and you
had a queen. So this was how, when the Enterprise destroyed the Borg cube
that had been host to Picard and also presumably the queen, she had come
back. This was how the Admiral Janeway of the future had been able to slay
the queen, and yet there was one somewhere on Earth right now.
You couldn't ever really kill the queen, because the queen wasn't a person.
It- she- was a program.
