It may be a regular routine that reload the Zion with "The One",
thus the assumption might be another possible valid guess.
Since the matrix in its program setting is meant to make a
savior to help the world clean up some exception as a solution
of exception handling, it's a sound scenario that the Architect
and the Oracle trick all the people to put the system back
under a proper control.
