记得之前有人讨论 secretary, assistant secretary 等等官员职称翻译的问题，
现在找不到哪一篇了。= =
总而言之我最近在读
Congress and Its Members, 10th ed.，
里头有一段是这样的：
p344-45
Congress and the president have made numerous changes in the top four layers of
officials in cabinet departments (secretary, deputy secretary, undersecretary,
and assistant secretary). More new job titles in the top echelons of
government have been created than ever before. . . . Among the numerous new
titles are deputy associate deputy secretary, principal assistant deputy
undersecretary, principal senior deputy assistant secretary, deputy associate
assistant secretary, and deputy executive associate administrator.

国会与总统对内阁辖下部门的最高四层官衔屡做改变（即［略］等四层官衔），今日的高
层官员职称数量前所未见。……新创的职称包含［略］。（注三十二）
