应该怎麽翻比通顺？

请问surrender 在此是翻成放弃或交出的意思吗？降整句是不就有否定的意味
自己的理解是，社会就像合夥的公司，是由一群认同为股东创造更稳定生活组成，
但是要放弃(融合?)彼此的自由与文化。那(b)的the expense of individauls'
liberty and culture to ensure ......是不可以翻成
以牺牲个人的自由与文化为代价来确保......
